For XNA Games you need to have following System Requirements
- Supported Operating Systems: Windows Vista Service Pack 1; Windows XP Service Pack 3
Hardware
requirements are identical to those for Visual Studio 2008, plus a
graphics card that supports DirectX 9.0c and Shader Model 1.1 (Shader
Model 2.0 is recommended). Zune development requires the Zune 3.0
firmware.

You can download Visual C # 2008 Express Editions from following link. http://www.microsoft.com/Express/
After you download both software’s you ready to install them.
->First install Visual Studio 2008 or any other product from Visual Studio family.
->Then install Microsoft XNA Game studio 3.0

->XNA Game studio install as an add-on to Visual studio.
->Now you are ready to get started with XNA Game studio 3.0.
->Now you can select New Project from the file menu

->Then go to XNA game studio 3.0 and select Windows Game (3.0)

From next tutorial you can learn about the XNA programming environment and first Hello world program in XNA.
